Project Background
The existing roof at Georges Garage Group’s West Bromwich premises had sustained fire damage, leaving the building with a compromised asbestos cement roof covering that was no longer fit for purpose. Beyond the immediate structural and weatherproofing concerns, a fire-damaged asbestos roof presents a serious health and safety risk. Action was required promptly to protect the building, its contents, and anyone working on site.
The project also presented an opportunity to bring the building up to current Building Regulations standards, replacing an outdated roof with a modern, high-performance system that would deliver long-term thermal efficiency and durability.
Scope of Works
RDP Cladding Ltd were appointed to manage the full removal and replacement of the roof. The works included:
- Strip and removal of the existing fire-damaged asbestos cement roof covering (non-licensed asbestos works)
- Supply and installation of a Garland R-MER CLAD Built-Up Roofing System
- Installation of 280mm insulation to meet current Building Regulations thermal performance requirements
- Cleaning and lining of existing gutters using Sharman’s Plygene gutter lining system
- Full perimeter detailing to ensure long-term weather-tightness and compliance
The Garland R-MER CLAD system was selected for its proven performance as a built-up roofing solution, offering reliable long-term protection for commercial buildings. The 280mm insulation specification was applied to ensure the building met current regulatory requirements on thermal performance, not simply to replace like for like.
Health and Safety Management
Given the presence of fire-damaged asbestos and the nature of the works, health and safety planning was central to the project from the outset. The following control measures were put in place:
- Full perimeter scaffolding with handrails to provide safe working access at height
- Safety netting installed beneath the roof working area
- Asbestos air monitoring carried out continuously throughout the works
- Use of a telehandler for safe loading and material handling
All works were carried out in accordance with current HSE guidance and industry best practice. Non-licensed asbestos removal was managed under appropriate controls, with air monitoring providing an independent check that fibre levels remained within safe limits throughout.

Outcome
The fire-damaged roof was successfully removed and replaced with a high-performance built-up roofing system, bringing the building fully in line with current Building Regulations. The 280mm insulation improves the thermal performance of the building considerably compared to the original asbestos cement covering, reducing heat loss and lowering long-term energy costs.
The Plygene-lined gutters improve water management and extend the lifespan of the drainage system, reducing the risk of blockages and overflow that can cause damage to the building fabric over time.
The completed works restore the full weatherproof integrity of the building and deliver a durable, low-maintenance roofing solution that the client can rely on for years to come.

The completed roofing works are covered by Garland’s Single Point Guarantee, which provides comprehensive assurance covering the entire roofing system and associated works. This gives the client confidence that both the materials and the installation are backed by the manufacturer, not just the contractor.
